Two photogs were busted by cops for jumping traffic lights and driving recklessly while chasing Michael Jackson's daughter, Paris Jackson. Cops handcuffed the paps but didn't arrest or site them because of insufficient evidence. Law enforcement sources tell TMZ that the cops will not be filing a crime report. However, Paris, 13, could pursue the case in civil court.
